Penelitian ini merupakan bagian dari upaya mendukung transformasi digital sistem pelayanan kesehatan primer di Indonesia, khususnya dalam konteks program Integrasi Layanan Primer (ILP) yang dicanangkan oleh Kementerian Kesehatan. Fokus utama studi adalah mengevaluasi berbagai sistem informasi kesehatan yang digunakan di fasilitas tingkat primer—seperti Puskesmas, Posyandu, dan Posbindu—yang saat ini menghadapi tantangan besar terkait fragmentasi data, interoperabilitas yang rendah, serta ketimpangan infrastruktur digital di berbagai daerah.

Melalui pendekatan kualitatif berbasis grounded theory, penelitian ini memetakan perjalanan pengguna (user journey) dari perspektif tenaga kesehatan, kader, hingga pasien. Pemetaan ini digunakan untuk memahami pengalaman nyata di lapangan dan mengidentifikasi gap fungsional dalam sistem yang mendukung ILP. Selain itu, penelitian ini juga melakukan desain awal arsitektur data digital dan prototipe antarmuka pengguna (UI/UX) sebagai langkah konkret menuju standardisasi sistem informasi kesehatan primer.

Hasil dari penelitian ini akan menjadi dasar dalam menyusun rekomendasi kebijakan berbasis bukti bagi Kementerian Kesehatan, serta menjadi acuan penting untuk pengembangan sistem informasi kesehatan nasional yang lebih efisien, adaptif, dan responsif terhadap kebutuhan masyarakat di berbagai wilayah Indonesia—baik di daerah urban maupun rural.
